
NFPA 1006 & 2500: Swiftwater Rescue Levels
How the standards define water rescue capability, and where SRT-1 and SRT-A fit. A guide for training officers.
This page sets out how the NFPA standards define swiftwater rescue capability, what the Awareness, Operations and Technician levels require, and where the Rescue 3 certifications map against them.
Two standards, two functions
NFPA 1006, Standard for Technical Rescue Personnel Professional Qualifications, defines what an individual rescuer must be able to do. It is written as job performance requirements: specific, demonstrable tasks. In the 2021 edition, water is split across three separate chapters, and the one that applies to you is not always the one you assume.
NFPA 2500, Standard for Operations and Training for Technical Search and Rescue Incidents and Life Safety Rope and Equipment for Emergency Services, defines what an organization must be capable of. It absorbed the former NFPA 1670, the number still written into many departmental standard operating procedures.
The distinction matters when writing a training plan. NFPA 2500 establishes the capability level a department declares; NFPA 1006 establishes what each individual must demonstrate to support that declaration.
Which chapter applies to your response area
This is the detail that decides whether a course actually covers your risk, and it is the question most departments skip.
- Chapter 17, Surface Water Rescue. Still or slow-moving water: lakes, ponds, reservoirs, canals and flooded ground without significant current.
- Chapter 18, Swiftwater Rescue. The standard draws the line at water moving faster than 1.15 mph. Above that, the current is doing the work and surface water technique is not enough.
- Chapter 23, Floodwater Rescue. Flood conditions specifically, where the hazards are contaminated water, submerged infrastructure, debris, and an environment that changes hour by hour.
A department that borders a river and trains only to Chapter 17 has a documented gap. Equally, a department whose real exposure is seasonal flooding across flat ground may need Chapter 23 more than it needs whitewater technique. Read your own water before you buy a course.
NFPA 2500 is in its 2022 edition. Where your standard operating procedures still cite NFPA 1670 Chapter 9 for water, that is the content now carried in 2500.
Start from the role, not the qualification
Departments are frequently told their people need “Technician” or “a Rescue 3 course”. The right training depends on what those people are actually expected to do at a water incident, and the highest level is not automatically the safest or the most appropriate one.
Someone who will only ever work from the bank does not need the same course as someone entering the water, and neither needs the same course as the person who will be running the incident. Training everyone to the top level costs money, takes crews off shift for days, and creates an expectation that the department will then equip and maintain a capability it may not actually want.
- Arrives first, works from the bank, never enters the water. Awareness.
- Enters the water and performs rescues as part of a team. SRT-1, Operations level.
- Directs a technical rescue, works at night, runs a search. SRT-1 plus SRT-A, Technician level.
- Works near or in water in a non-rescue role, such as utilities, public works, fisheries or environmental crews. Awareness, with wilderness first aid for crews a long way from an ambulance. Ask us before assuming they need a rescue course.
The three levels
Awareness
Personnel can recognize a water incident, size it up, control the scene, initiate a response and perform shore-based rescue without entering the water. This level is appropriate across an entire roster rather than the technical rescue team alone, since the first unit on scene is frequently not the specialist unit.
Operations
Personnel can operate at a water incident and perform rescues using shore-based and in-water techniques within their training, defensive and aggressive swimming, throw bags, rope systems, wading and boat-based work.
Technician
Full capability. Personnel can operate in the water in complex conditions, direct a technical water rescue, and resolve entrapment, extrication and rigging problems that the Operations level is trained to recognize but not resolve.
Where the Rescue 3 courses sit
- SRT-1 addresses the NFPA 1006 job performance requirements at the Operations level for water. Despite “Technician” appearing in the course title, this is the Operations tier, a distinction departments frequently miss when auditing records.
- SRT-1 combined with SRT-A addresses the Technician level.
A department that has declared Technician capability under NFPA 2500 while its personnel hold SRT-1 alone has a gap between its declared capability and its certified competency.
Training a person is not the same as having a capability
A certificate says what an individual can do. It says nothing about whether the department has the equipment, the procedures, the team arrangements or the currency to actually use that person at an incident.
NFPA 2500 is written to the organization for exactly this reason. Before you send people on a course, it is worth being clear about what the department will authorize them to do afterwards, what personal protective equipment and rescue equipment they will have, and who will keep their competence records. A Technician with no boat, no throw bags and no annual practice is a Technician on paper.
Contact hours and currency
Useful when you are building a training calendar rather than reading a brochure.
- Water and Flood Awareness: 8 contact hours. Minimum age 18. Valid three years.
- SRT-1: 24 contact hours, normally three days. Prerequisite is a competent swimmer aged 18 or over. Valid three years.
- SRT-A: 24 contact hours, normally three days, including a live night operation. Prerequisite is a current SRT certification. Valid three years, and it recertifies SRT-1 at the same time.
Two scheduling points worth knowing. An SRT-1 course recertifies Awareness and First Responder as well as SRT-1 itself, so a crew holding three different levels at three different expiry dates can frequently be brought current on a single course. And SRT-A recertifies SRT-1, so a technician facing renewal can move up to the Technician level instead of repeating a course they have already passed. The two do not have to be taken together or in consecutive seasons. That flexibility is often the difference between a training line that survives the budget and one that does not.
When a grant, SOP or mutual aid agreement names a level
Sometimes the level is not yours to choose. A grant application, a standard operating procedure, a mutual aid agreement or a contract will specify “NFPA 1006 Technician” or “Rescue 3 SRT” as a requirement.
Where that is a hard requirement, we deliver to it. But it is worth confirming which of three things the wording actually is:
- A mandatory qualification that must be held exactly as written
- An accepted minimum, where an equivalent or a mapped certification would satisfy it
- A benchmark being used to size a wider training needs review
The distinction matters because it decides whether you are buying one specific course or working out what your people actually need. If you send us the wording, we will tell you plainly which it is and what it commits the department to.
Questions to ask any provider
- Which chapter and edition of NFPA 1006 the curriculum is mapped to, and to see the mapping rather than a claim
- What certification is issued, by which body, and its recognition in your state
- The student-to-instructor ratio in the water, not in the classroom
- Whether practical sessions are conducted in flows comparable to your response area
Note that no course renders a department compliant. Certification is evidence presented to an authority having jurisdiction; the determination remains with the AHJ.

- The water environment they respond to: river, flood, lake, canal, coastline
- Whether they intentionally enter the water, or whether entry would only ever be accidental
- What they are expected to do during an emergency, and what rescue capability is already available to them
- The wording of any grant, SOP, mutual aid or contractual training requirement
